Detailed Report of Incident
During a rare Bryant foray into Southern's 22, Mr. Ortiz acquired missile lock on a Bryant ball carrier and lunged at him high, getting a pretty solid double arm grab around his neck. This tackle had none of the factors which can give pause (a significant height advantage, the ball carrier ducked at the last instant, the tackler's grasp slipped up towards the neck); it was textbook dangerous. Without hesitation I blew play dead and showed Mr. Ortiz the yellow card, which he and his team accepted without a murmur. Play continued without further incident.
