Detailed Report of Incident
Murphy tackled a North Shore runner by the neck with a lot of force and persisted with the hold and force for a long time while taking the runner down. It was not a situation where it was incidental or due to the runner ducking and there was nothing stopping Murphy from dropping to a lower position. Fortunately, no injury.

Murphy seem surprised at the call but his captain (and a number of teammates) informed me it was his first match.
